Job DescriptionPlays a pivotal role within the Strategic Sourcing and Contract Management function, contributing significantly to the achievement of the District’s Strategic Plan. With a proven background in procurement and supply chain management, takes a proactive and strategic approach in leading the District forward by securing quality suppliers for materials and professional services and distributing these supplies across schools and departments. Additionally, supports continuous improvement in sourcing methods and effective stewardship of taxpayer dollars.
Responsibilities include leading sourcing projects for assigned stakeholder units, encompassing market analysis, RFx processes, negotiations, contract creation, contract management, and supplier rationalization. Proactively develops strategies for commodities and services to yield the best overall results for DCSD and provides analysis and recommendations to enhance the efficiency of Strategic Sourcing processes. Responsible for developing and executing effective buyer practices for products needed by stakeholders, leading a team of buyers to ensure accountability and measurable results, including timely response to stakeholder requests, PO processing, p-card administration, and management of marketplace agencies.
Ensures familiarity with laws, policies, codes, and regulations applicable through the Board of Education and Colorado Revised Statutes.
Minimum Education Or Formal Training
Bachelor's degree in business administration, supply chain management, procurement, or a related field is often required. A master's degree or relevant certifications (e.g., Certified Professional in Supply Management - CPSM) can be advantageous.

ResponsibilitiesPosition Specific Information (if Applicable):
Deliver cost savings through conducting financial analysis to identify industry opportunities.
Direct implementation of Strategic Sourcing standard operating procedure systems.
Serve as a District agent in business transactions to ensure the best value is obtained for the procurement of commodities and services necessary for school district operations.
Monitor and manage all district related P-card activities.
Act as point person on Enterprise Resource Planning (ERP) for system projects, updates, support the Strategic Sourcing team and other requirements as needed.
Evaluate processes for optimization and opportunities for buyers.
Monitor and manage the activities and objectives of the buyer team including: processing requisitions, creating purchase orders, assisting with sourcing products and services, analyzing data, and compiling contracts for various services and products as needed as well as addressing any other procurement needs.
Identify and determine Total Cost of Ownership for products and services sourced and deliver recommendations based upon that analysis.
Partner with stakeholders to lead supplier selection activities including conducting RFx’s, negotiations as well as develop strategic sourcing plans/ project pipeline looking ahead 12 to 24 months.
Measure, lead, and improve supplier performance against negotiated Service Level Agreement (SLAs) and quality metrics.

SkillsA deep understanding of procurement best practices, supply chain management principles, and relevant regulations (e.g., government procurement regulations, legal frameworks) is essential, Excellent communication and negotiation skills are necessary for collaborating with stakeholders and suppliers, Experience in managing cross-functional teams and driving process improvements is highly valued, Familiarity with industry standards and trends in strategic sourcing is also beneficial, Knowledge of laws, policies, codes, and regulations applicable to procurement and contract management, such as those set by the Board of Education or industry standards, is necessary for ensuring compliance and risk mitigation, Proficiency in procurement software and tools, such as ERP systems and e-sourcing platforms, is required, Strong analytical skills are crucial for market analysis, supplier evaluation, and contract optimization, Strong problem-solving and decision-making skills are critical for addressing complex sourcing challenges, resolving conflicts, and optimizing contract terms and conditions, The ability to lead and motivate a team, drive accountability, and manage multiple sourcing projects simultaneously is important

All salary amounts listed above are based on a full-time (1.0) FTE. If applicable, part-time salaries will be prorated according to the assigned FTE.
