Fire is a controlled phenomenon in which appearances oxidation of organic substances which generates heat and light. Fire is a key element in the evolution of modern man because it has enabled it to survive in different conditions. The definition of arson does not differ much from this definition of fire because it says fire is an uncontrolled phenomenon of oxidation of organic substances that also generate heat and light. Fire causes material damage and threatens human lives. Each fire and arson is a chemical processes that consists of three basic elements: fuel, oxygen and heat. Because of the nature of their occurrences, each fire and arson become subjects of interests in criminalities, forensics psychology and psychiatry. They are the subject of consideration of this paper.

The Nigeria Police and Problems of Cybercrime Investigation: Need for Adequate Training1

Cyber criminality presents unique problems of investigation for prosecution due to the global nature of the internet. On the internet where territorial boundaries disappear, criminals can operate from any part of the globe. Thus, the transnational nature of cyberspace poses significant difficulties for law enforcement and prosecution which ordinarily must take place within national borders. Unfortunately, an adequate global uniformity or harmony needed for fighting cybercrime is not available even as anti-cybercrime laws are still lacking in many developing nations including Nigeria. Added to this is the near anonymity of the offenders. Hence, it is discovered that while computer technology will continue to be used in not only novel but also many traditional crimes, the nature and particular features of these crimes will pose new and unique challenges for investigators. To reduce the rate of cybercrime in Nigeria therefore, this study advocates for establishment of computer forensic department within the Police. It also moves for adequate training and retraining of those who man the unit. This paper recommends too that in the recruitment process of the Police, those who are knowledgeable in the affairs of computer technology should be enlisted.

Have We Learned the Lessons of the Willingham Case? A National Survey of Fire Investigators

The research sought to quantify the extent to which six forensically faulty fire investigation methods, which were discredited by scientists more than 20 years ago, have continued to be used in the field as well as how the professional qualifications of fire investigators are related to their likelihood of using discredited fire investigation methods to infer that a given fire was intentionally set. The researcher analyzed data gathered in the National Survey of Fire Investigators, which collected 12 demographic data items from 217 public-sector fire investigators in 36 US states and asked participants seven questions to identify the causes of six fire scene observations that were once universally accepted by arson investigators as compelling signs of arson. The research showed that some of the arson investigation myths are still commonly believed to be legitimate indicators of arson, while others are no longer widely believed, and that attributes usually associated with professional competence do not reliably predict whether or not a fire investigator will recognize all six arson investigation myths.

This research aimed at assessing the application and impact of forensic science in the Nigerian criminal justice system by making reference to certain components of forensics that are relevant to the criminal justice system. Such components include, Deoxyribonucleic Acid (DNA) analysis, Fingerprint analysis, Polygraph test, Ballistics, Forensic anthropology, Forensic pathology and Computer forensics. The justification for this research arose out of the alarming rate crimes are constantly committed and the apparent difficulty faced by agencies of the criminal justice system while trying to curb the occurrence of such crimes. The sources of information relied upon here are relevant books, articles in journal publications, internet materials, statutes and judicial authorities. In the course of this research, it was found that establishing certain types of evidence such as fingerprint impressions and DNA, against accused persons was seriously hindered due to the absence of forensic labs and this hinder the conviction of such persons. In view of this, this research recommended inter alia, for proper training of law enforcement agencies in terms of how crimes and crime scenes are handled and also the establishment of sophisticated forensic labs where evidence and accused persons can be taken to in order to determine guilt or innocence in order to ease the establishment of evidence before law enforcement agencies in Nigeria.
